2012 PQRS Individual Measures Specifications

ASCRS members will have greater opportunities to participate in the PQRS and receive the incentive payment of 0.5% of their total estimated Medicare Part B allowed charges for satisfactory reporting. In order to qualify for the incentive, a physician must report on at least 3 PQRS measures 50 percent of the time for claims-based reporting or 80 percent of the time for registry-based reporting January 1-December 31, 2012. CMS will provide feedback reports for 2012 and beyond on or about the time of issuance of the incentive payments.

  • Measure 12 – Primary Open Angle Glaucoma (POAG): Optic Nerve Evaluation
  • Measure 14 – Age-Related Macular Degeneration (AMD): Dilated Macular Examination
  • Measure 18 – Diabetic Retinopathy: Documentation of Presence or Absence of Macular Edema and Level of Severity of Retinopathy
  • Measure 19 – Diabetic Retinopathy: Communication with the Physician Managing Ongoing Diabetes Care
  • Measure 117 – Diabetes mellitus: Dilated Eye Exam in Diabetic Patient
  • Measure 140 – Age-Related Macular Degeneration (AMD): Counseling on Antioxidant Supplement
  • Measure 141 – Primary Open-Angle Glaucoma (POAG): Reduction of Intraocular Pressure (IOP) by 15% OR Documentation of a Plan of Care

2012 PQRS Measure Groups Specifications

This year there is a new registry only cataract measures group, shown below, which only needs to be reported for 30 unique Medicare Part B FFS patients within the reporting period. 2012 PQRS Measures Groups Specifications Guide – Ophthalmology related measures on pages 219-228.

  • Measure 191 – Cataracts: 20/40 or Better Visual Acuity within 90 days Following Cataract Surgery
  • Measure 192 – Cataracts: Complications within 30 Days Following Cataract Surgery Requiring Additional Surgical Procedures
  • Measure 303 - Cataracts: Improvement in Patient's Visual Function within 90 Days Following Cataract Surgery
  • Measure 304 - Patient Satisfaction Within 90 Days Following Cataract Surgery

PQRS REGISTRY REPORTING FOR OPHTHALMOLOGY

The Outcome™ PQRS Registry is a CMS qualified registry. A small annual fee includes training, help desk support, upload capabilities, data quality reviews, submission to CMS, and participation in the E-Prescribing (eRx) incentive program.

If your practice chooses to participate in PQRS through the Ophthalmic Patient Outcomes Database, sponsored by the America Society of Cataract and Refractive Surgery (ASCRS) and the American Academy of Ophthalmology (AAO), you will have access to all of Outcome’s standard PQRS services with additional features including benchmark reporting with your peers. Outcome is the PQRS registry services provider for the ASCRS.

The simplest reporting option for ophthalmologists is to select the Cataracts Measures Group. By choosing this group, you only need to enter 30 Medicare Part B patients for the entire year. By doing so you are eligible for your 0.5% incentive payment on ALL of your Medicare Part B allowable charges for the year. You can also choose three individual measures. By choosing three individual measures, you only need to enter 80% of your eligible Medicare Part B cases for each measure to be eligible for your 0.5% incentive payment on ALL of your Medicare Part B allowable charges for the year (except for durable medical equipment, injectable solutions and ASC facility).
