ASCRS has released a new guide for ophthalmic practices on the Quality Payment Program (QPP) policies included in the 2019 Medicare Physician Fee Schedule proposed rule. The QPP guide provides an overview of CMS’ 2019 proposals, to impact 2021 payment, for MIPS and Advanced APMs, and how they will impact ophthalmology.
Key issues featured in the guide include:
- The impact of ASCRS-supported technical corrections to the MACRA statute, including removing Part B drugs from eligibility determinations and payment adjustments, extending the MIPS transition period for three additional years, and keeping the Cost category weight below 30% for three additional years.
- An overhaul of the Promoting Interoperability category that removes the base and performance score methodology and focuses on a limited set of required measures.
- The addition of a criterion to the low-volume threshold—200 or fewer covered professional services—and the new voluntary opt-in to MIPS for clinicians who do not exceed all low volume criteria.
- The inclusion of the new cataract surgery episode-based cost measure.
ASCRS will be providing comments on the proposed rule, and the final rule is expected in November.
